While the CMS administration is framing the changes as a cost-cutting and fraud-prevention measure, the full impact will depend on how savings from reduced spending compare with tighter eligibility rules and evolving subsidy policies.

For many consumers, the rule could mean lower premiums but also a more complex path to qualifying for coverage.

What To Know

The new rule includes a wide range of policy updates affecting costs and eligibility.

Key changes include:

Lower federal user fees for insurance exchanges, aimed at reducing premiums

Stricter eligibility verification to ensure subsidies go only to qualified individuals

New safeguards to prevent fraud and improper enrollments

Expanded state authority to manage and oversee insurance markets

Increased flexibility for insurers to offer lower-cost plan options, including catastrophic coverage

CMS said the goal is to make coverage more affordable while ensuring taxpayer dollars are used appropriately.

“American taxpayers deserve to know their dollars are going only to people who truly qualify,” CMS Administrator Dr. Mehmet Oz said in a statement. “This rule strengthens eligibility checks, cracks down on abuse, and gives insurers more flexibility to offer affordable, consumer-focused coverage options.”

…

How Much People Could Save

While CMS did not provide a per-person savings estimate, premiums in ACA (Affordable Care Act) marketplaces could fall by around 5 percent on average.

The rule could also save taxpayers up to $12 billion in 2026 by reducing fraud and improper enrollments. These savings are expected to come primarily from:

Reducing payments tied to ineligible enrollees

Tightening subsidy eligibility rules

Limiting misuse of special enrollment periods

“The changes outlined by CMS for program year 2027 are aimed at lowering costs, preventing fraud on special enrollment periods, and giving states more oversight over Exchange requirements. Most substantial of these is the decision to lower fees for insurers offering plans on the federal Exchange, with the goal being these fee reductions will ultimately go some way in lowering premium costs, as well,” Alex Beene, a financial literacy instructor for the University of Tennessee at Martin, told Newsweek.

“The issue, of course, is healthcare costs continue to rise, and those increases have been passed on to the consumer each year with higher insurance prices. Still, the fee reduction could help to mitigate some of those yearly rises.”

Read more Hantavirus Death in Colorado Unrelated to Cruise Ship Outbreak

How Many People Could Be Affected

The impact is likely to be widespread across the health insurance system.

According to CMS and related data, more than 24 million people are enrolled in ACA marketplace coverage, and as many as 5 million enrollments may have been improper, which the rule aims to address.

That means millions of Americans could be affected, either through lower premiums, changes to eligibility or adjustments to coverage options.

Why the Government Says Costs Will Fall

CMS officials say the rule targets inefficiencies that have driven up costs. The agency argues that weak verification processes allowed fraud and improper enrollments and subsidies may have gone to people who did not qualify.

“The current administration is looking to overhaul user fee structures, potentially lowering rates below 2 percent, while also pushing for more standardized plan options and limiting the number of non standardized plans available. On paper, that sounds consumer friendly, but my concern is the overall cost of implementation,” Kevin Thompson, the CEO of 9i Capital Group and the host of the 9innings podcast, told Newsweek.

“How do you lower user fees while simultaneously increasing oversight to verify that the individuals receiving credits are actually eligible? More oversight inevitably means more administrative expense.”

Larger Changes to ACA Subsidies

The new rule comes amid broader shifts in Affordable Care Act (ACA) policy.

Expanded ACA subsidies in recent years helped drive record enrollment levels, and those subsidies significantly reduced premiums for many Americans. But some provisions in the new rule will tighten access to subsidies by requiring more income verification and limiting special enrollment opportunities.

“This fits directly into the administration’s broader messaging around fraud, abuse, and tightening eligibility standards,” Thompson said. “The underlying strategy appears to be that the people who find the process too burdensome or difficult likely were not the intended users of the program to begin with. In many ways, it’s the ‘barking dog’ approach, make the process strict enough that only those truly motivated or dependent on the benefit continue through it.”

Additionally, some enhanced subsidy policies are set to expire after 2025, which could increase costs for some consumers depending on future policy decisions.

What Critics and Supporters Say

Supporters of the new rule argue:

The rule will reduce fraud and waste

Lower premiums by improving the risk pool

Ensure subsidies go only to eligible individuals

Meanwhile, critics have raised concerns that:

Stricter verification could make it harder for some people to enroll

Changes to subsidies and enrollment rules may reduce coverage access

“CMS is loosening rules that allow insurers to offer more flexible, customizable plans. Which can genuinely lower premiums for healthy people while simultaneously shifting more financial risk onto people who get sick,” Michael Ryan, a finance expert and the founder of MichaelRyanMoney.com, told Newsweek. “Lower monthly premium and higher out-of-pocket exposure is not the same thing as lower health care costs.”

Read more JB Bickerstaff Hot Seat Rumors Addressed After Pistons Playoff Exit: Report

What Happens Next

The rule will take effect for the 2027 plan year

Insurers and states will begin adjusting plans and pricing

Consumers may start seeing changes in premiums and eligibility rules during upcoming enrollment periods

The Centers for Medicare & Medicaid Services (CMS) finalized the rule for the 2027 plan year.

[4

post-518","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-politics
<!-- This site is optimized with the Yoast SEO plugin v27.6 -
